Essential oils – Better pure or diluted, when making creams, etc.?

I have this great recipe that calls for an oil, which I actually dont garden (incense). I need it to make a cream and a sortof bath foam. When I see on the Internet, there's plenty of oil out there, but some of them are diluted already. As of 5% oil in 95% oil. Will it have the same effect if I use the already diluted version, or is it better to buy 100% pure essential oil? Also diluted version of a fragrance oil, as opposed to an essential oil? Thanks for your help!
